FPS RPG system

I've been trying to think up a RPG system that:
A) Is simple
B) Is fast paced
C) Feels like a FPS
D) Has randomly generated weapons (a la Borderlands)
Any ideas can be thrown in this thread, here's the work I've done on it so far:

I want to infuse the fun of Borderlands with the creativity of D&D. Also Borderlands just got put on the back burner (again) due to FFXIII.
